Position Summary
The Associate Vice President for Public Safety is the senior safety and security official of the university. The AVP is responsible for developing, planning, implementing, and leading a comprehensive public safety operation that includes Police, Security, Emergency Management, Risk Management, Business Continuity Planning, Violence Prevention, Threat Assessment, and the Emergency Operations Center. It is critical that duties be performed with a strategic focus on the needs of a preeminent research university, based in the Arts and Sciences, and in a manner consistent with the stated values of W&M. The AVP must cultivate a spirit of service and partnerships, where staff use everyday education to prevent unsafe practices and discourage unwanted behaviors. In this culture, public safety staff learn to use accountability measures for valid purpose and with sensitivity.
The AVP joins with Student Affairs in campus-wide efforts to prevent and respond appropriately to student mental health crises, acts of sexual violence, and other critical safety concerns. The AVP oversees legal and regulatory mandates, professional standards, and accreditation requirements. The AVP serves as Co-Chair of the Emergency Management Team, Chair of the Violence Prevention Committee as required by Virginia Code Section 23.1-805, Chair of the Activities & Events Planning and Response Team (AEPRT), and member of the Risk Management Committee.
The AVP is responsible for all aspects of values-based leadership, strategic planning, fiscal management, policy development, human resource management, organizational change, liaison to stakeholders, career development, succession planning, and liaison to Local, State, and Federal public safety agencies and community organizations.

Required Qualifications
  • Bachelor’s degree from an accredited college or university with major studies in criminal justice, public safety, emergency threat response management, homeland security, forensic psychology or a related field with significant relevant experience.
  • Significant experience in management of a federal, state, local, or university environment.
  • Demonstrable administrative, leadership, and organizational skills with experience in emergency management, emergency communications, safety training, continuity of operations, threat assessment/risk management, and related health and safety programs.
  • Demonstrable knowledge of the National Incident Management System.
  • Ability to maintain a high level of confidentiality across a wide range of written and oral communication and information.
  • Excellent interpersonal skills as well as oral and written communication skills.

Preferred Qualifications
  • Master’s degree from an accredited college or university with major studies in criminal justice, public safety, emergency threat response management, homeland security, forensic psychology, or a related field, or equivalent experience.
  • Significant experience in law enforcement or public safety related management and supervision.
  • Demonstrated knowledge of safety, security, or law enforcement practices at an institution of higher education.
  • Practical experience in the identification and mitigation of targeted violence using an evidence-based approach such as the National Threat Assessment model or federal model.

Advertised Pay Range
$185,000-$218,000 commensurate with experience.
