Associate Vice President of Human Resources
Job Description
Virginia Western Community College is a two-year public institution of higher education operating under the Virginia Community College System, a statewide system of community colleges. The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board. Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400 enrollments in fast-track workforce and continuing education courses.
NOTE: This position is designated as a Campus Security Authority. A Campus Security Authority (or CSA) is defined as an “official of the institution with significant responsibility for student and campus activities.” A CSA is required to immediately report any crime that is reported to them to the Virginia Western Police Department who will then review, evaluate, and investigate the reported crime. Annual training is required by the Department of Education for all personnel who have been designated as a Campus Security Authority.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Master’s degree in Business Administration, Human Resources Management, or closely related field that is commensurate with the KSA’s and qualifications noted below.
- Considerable leadership experience in human resources within a large, diverse organization managing core HR areas including recruitment and selection, training and development, classification, compensation, benefits, employee relations, conflict management, policy and procedure development and implementation, organizational analysis and development, diversity and inclusion initiatives, internal controls, HR information systems, data analysis and reporting, and providing leadership and HR expertise to key stakeholders.
- Experience with strategic planning, resource allocation, leadership techniques, budgeting and financial management, and effective organizational structures.
- Experience in supporting and empowering managers to be passionate and effective leaders.
- Experience creating goals, including process improvement, and developing plans to accomplish them within a team environment of diverse individuals.
- Versed on the federal and state laws pertaining to HR functionality and best practices, as well as the ability to remain engaged and abreast of changes and transitions at the local, state, and federal level.
- Experience utilizing independent judgement to interpret and apply law and/or policy.
- Skill in leading by example with the ability to foster a culture of open communication and teamwork.
- Must have effective oral and written communication skills.
- Experience in engaging in productive, solution-focused dialogue within diverse groups, providing positive and constructive feedback, guidance, advice, and direction in both planned and ad-hoc settings, with an ability to deliver adverse decisions while maintaining composure and professionalism.
- Experience navigating self and others through periods of change as a key change management agent.
- Experience leading organization-wide initiatives and identifying key stakeholders for participation.
- Ability to develop strong working relationships and collaborate with the executive team, managers, employees, as well as others throughout the VCCS and state government agencies.
- Human resources leadership experience in a higher education environment, state or local government agencies or in positions that have served as human resources consultants/specialists to governmental agencies.
- Possession of SPHR certification or equivalent senior-level professional certification.
- Knowledge of Commonwealth of Virginia and/or Virginia Community College System human resources policies, programs and practices.
